UAE Legalises Private Tutoring: Students, Teachers and Employees Can Now Earn Through Official Permit

In a major move for the UAE’s education sector, the Ministry of Human Resources and Emiratisation (MoHRE) in coordination with the Ministry of Education (MoE) has opened private tutoring work permits to a wide group of eligible applicants. The update creates a clear legal pathway for residents to offer private lessons and earn income, while bringing structure to a service that was previously unregulated.

Whether you’re a student, a working professional, or a registered teacher, this is one of the most significant education and side-income updates UAE residents have seen this year.

Who Can Apply

The new permit is open to four main categories of applicants:

  • School students aged 15 to 18
  • University students
  • Private-sector employees
  • Government and semi-government employees
  • Registered teachers and tutors

This makes it possible for qualified individuals across the country to provide private lessons legally, both online and in person, under one official license.

What Students Need to Apply

For school students between 15 and 18 years old, the following documents are typically required:

📌 Valid UAE residency
📌 Proof of enrolment / latest school certificate
📌 Parent or guardian consent (No Objection Certificate)
📌 Medical fitness certificate
📌 Good conduct certificate
📌 Valid identity documents (Passport / Emirates ID)
📌 Private tuition agreement approval
📌 Clear coloured photo with a white background

Employees and registered teachers have their own slightly different document lists, generally including an NOC from the employer (where applicable), academic and experience certificates, and the same identity and medical paperwork.

Permit Validity, Cost, and Processing Time

  • Validity: 2 years, renewable
  • Cost: Free of charge
  • Processing time: Applications meeting all requirements can be processed within two working days (officially 1–5 working days)
  • Application channel: MoHRE’s official digital platforms, website, smart app, and electronic services

The permit covers both one-on-one and group tutoring, and there is no cap on the number of students a licensed tutor can teach.

Why This Matters

Private tutoring was previously a grey area in the UAE, with unlicensed lessons subject to fines and penalties. By formalising the framework, the government is:

  • Protecting students through verified, qualified tutors
  • Creating a legitimate income channel for teachers, employees, and even older students
